Originally, the town had only a few hundred indigenous people. After taking in many refugees, it also formed its own militia, labor force, farming team, and mining team, each managed by different leaders and accountable to the town council.

You heard right, it's a small human town that, without the constraints of the Lordaeron royal family, formed its own town council... and several councilors.
